That's probably a fair assumption at the moment, but it's important to take a medium/long term appraisal (3 - 5 years) of the stock.
There is an increasing demand for tungsten with some analysts suggesting there is already in a small deficit and within the foreseeable future that could be in the order of 19,000 tonnes annually, should China continue its export restrictions.
