Sadly, this reflects poorly on the recent drilling campaign. There were obviously no rip-snorting visuals or indications of outstanding results that could have supercharged the share price prior to a raising. Would have been better to raise ~$20M @ ~0.15, but that's exploration for you.
One thing is for sure - the sector is heating up.
