We wont truly know this until the ann. Assuming its just the approval then this is possibly true however there may be conditions or detail that needs to be consumed prior to making a formal ann.
They may have even been told the approval will be in their inbox within 24 hours as a verbal. This would be appropriate in that instance.
We may never know.
Fair to assume that there was a reason for it though.
