No - probably just shareholders required and not Chinese.
I think we have sorted out that the capital raising is most likely the Rights issue that has been on the back burner since first mentioned back in late 2008
Again as mentioned in a post late yesterday it seems that the original 1 : 2 at 3 cents plan has been revised and some other combination has been devised which could be intended to raise more than the original format would have.
As far as I can work out RAU has some 751 million shares on issue and on the original planned Rights Issue that would have generated about $1.1 million if it had a 100% take up.
Now if it is to raise more than $1.1 million then it would have to have a greater number of Rights (say on the basis of 2:3 or even 1:1).
But even if they double the income to $2.2 million does that qualify as a "material" (= BIG) capital raising ???
Is there to be some other aspect to this issue ?
