    Imo it is due to concerns about behaviour of a group of people and RMR are uncertain who (amongst this group) are likely to be insider trading. The next ann should be about the permits for the greater tenement. Imo RMR don't want insiders to manipulate sp not to mention that RMR don't want issues with the ASX listing rules or ASIC.
