Most western nations have a demographic bulge due to baby boomers and as they die off the population will contract unless there is immigration.
China probably cannot do immigration, so MUST boost its population due to internal birthrates. The CCP knows that its population CANNOT shrink too much. At what point do their population of military age shrink to to low? How do the shrunken working age support the inevitable growth of older age groups?
Essentially they must boost the internal birth rate.
