Market cap is but one method and its use largely at the discretion of AUSTRAC. The legislation actually applies fines for each individual breach.
Given the egregious nature of SGR's actions, the intel in compliance circles is that AUSTRAC will look more to assessing on the size and severity so the assessment will very likely exceed those who are expecting market cap relativity to Crown, Westpac et al.
