I also thought that sounded pretty bad but then it was balanced by the next paragraph which explained the majority of those payments relate to receipts due from the advertiser in the same quarter, and that publishers are only paid after the receipt from advertiser. Maybe I misunderstood it. Or maybe saying the "majority" leaves too much of an unknown.
