In my experience in trading (short term) and investing (long term) in small caps - that's not unusual. It can take many years for a small cap to get some runs on the board to fuel value appreciation for shareholders - and many of them fail along the way. Buy and hold is a very difficult position to take particularly with spec stocks - and requires a very patient perspective (but can be very very rewarding).
