It's only anecdotal and would be better if based upon more visits, but Melbourne's CBD seems as of Friday 25 and Saturday 26 February to be increasing in pedestrian numbers - perhaps back to 70 to 85 per cent of 'normal' if I'm not being too optimistic.
On Saturday my wife bought shoes at MYR and said in the early afternoon it was 'well patronised'. Weekends is usually when stores are busiest, so that's encouraging.
Monday sees Dear Leader ('Dictator Dan', 'Xi's best friend") "allowing" us back to workplaces (although it's unclear what percentage of cosseted public servants will return, and on how many days per week) so that should mean more in the Melbourne CBD, which is good for the flagship store.
