It could be worth doing if say Dusk could lock in some long term cost benefit now ie. negotiate cheaper long term shop rents in the current environment. Their shops aren't big and typically have a small number of staff. There was only one member of staff on when I walked past the one in Liverpool Westfield about a month ago.
Sometimes it pays to expand in a downturn. Ryanair famously spent $15 billion snapping up a load of Boeing planes cheap during the GFC when people were tightening their belts and not spending on holidays. A very canny investment for them as it turned out.
