I think it's a good sign for U. I interpret it as the buyer getting in and securing an income stream to add to others.
The seller monetizing it to capital so that that can be used to progress their project(s).
I.e the sequel to Spot buying of U by BOE and PEN pre-operation startup/ financing and the general move up in u prices.

In old naval terms, the command would be "Clear (the decks) for action".
