No they are just struggling to get the first adopter. It is unclear how far the first JDA partner has progressed as I believe they have not installed MST in their tools so they can deposit MST themselves and until this happens they could easily just let it slide and do nothing as they only paid 400K which is little better than pocket change in the industry. Their best chance is on the high end arena where they offer the most benefit and price is not an issue. The biggest problem is no one wants to be locked in which is why the foundries largely just do their own R&D.
