I think it's the Saudi's. Saw the other day there's a big increase in offshore rig activity over there. Begs the question, why look offshore when there's "plenty" in the ground and it's cheap to extract. Think they're just manipulating the market.....or their reserves are questionable? Probably both I'd say.
