In the 'Derivatives world' there is a term called "Euro Dollar Loan", ironically these are often loans that are not in either Euro or US $. That is why TCL say this Canadian $ loan is under their Euro Medium Term Note Program.
This announcement is about sourcing a local 650m Canadian $ loan facility to complement the Montreal A25 toll road we own. Makes sense to borrow and spend in Canadian $ on a Canadian facility - this eliminates exchange rate problems.The Canadian $ loan is being paid off in Canadian $ income we get from A25. This loan facility could also (just a guess) form the platform for further expansion in Canada.
TCL advertised a "10 year BOND" (an IOU) in Canada and it was 'well received' which means the local Investors think TCL is a strong company. TCL finish the statement saying 'pricing was inside TCL's average cost of funding' so sounds like we got a good deal
