That may well be a contributing factor. I'm invested in SEH who operate in northern china and have to cease operations over the peak of winter because the ground literally freezes. Roads often need rebuilding etc. Not ideal but they learn to operate around it & ensure all earths works & drilling is completed before the freeze sets in.
