I'm guilty of reading too much into 'on track'. It implies they were expecting a deal, because that's what they were we're on track to do! Nobody is 'on track' to not make a deal.
If the deal was is in such a precarious position then 'on track' was a very unfortunate choice of words. No wonder today's announcement has rudely shocked the SP.
