I don't think anybody disagrees.
Could it be that they simply didn't expect the SP to rise as much as it did until they had actual permits and/or offtake agreements, JV's in place? In which case the bonus's would have felt more justified?
Bonuses of this magnitude is not a good look considering the state of things.
