Maybe a clean innovation fund will invest or similar govt green fund... they would potentially use a convertible or converting note...when the project is up and running.
Basically starts as debt and if it doesn't hit certain milestones it's converted to equity... or converts at a point in time
The interest is capitalised (i..e. they don't pay interest but it accrues agains the loan balance) and TLG either have the option to pay out the full amount or convert.
