re the 10,000 tpa JV plant in China between TON and YXGC, hope YXGC doesn't up the ante with 20000 tpa, as in HeiLongJiang province, all newly built graphite plants will not be allowed to have a capacity of less than 20,000 tpa, and individual production lines must be at least 5,000 tpa.
May be those new requirements in HLJ are for processing/refining ore to produce concentrates whereas the XingShan plant is producing value-added products, so not applicable. Also XingShan is not in HLJ.
