Hi Jaded, on Tesla my thoughts for quite some time have been that companies that have a strong Chinese connection will struggle to get in on their contracts. So to date, MNS is most reliant (off-takes, financing and mine construction all exclusively Chinese reliant), TON second (off-take, JVsand LOI for off-take and finance) , SYR third with off take but no dependence for finance and then KNL with no reliance or connection to Chinese.
These are just the ones I follow, no doubt you have a more thorough list and then as you say it would seem the Nth American suppliers may be given some preference anyway, so quite likely none of the ones I mention will get in on it.
Just my attempt at applying some logic to it, but good luck to all and better add that just IMHO and DYOR
