I calculated the attributable profit to around 1.8c in another thread, but this explains why the dividend is lower:
"The amount of the Tshipi dividend was prudent, with sufficient cash being retained for working
capital, for possible capital expenditure relating to the proposed ramp up study and to mitigate the
continuing challenges in the market."
So expect dividends to be lower over the next few years to fund the expansion.
