IBM IMO provides the core modules. I am no expert, but it seems to me like Android and IOS. You need these tools to develop your app or API.
It is like my computer guys. They created for us a cloud platform that runs on their owned servers, that they administer (their platform offering). Naturally without HP, IBM. Microsoft, TPG or whever else they bolt on, it would never work.
