By "actually there" it excludes:
- "in transit"
- being "held by a third party"
- TV2 management being shown a screenshot of a transfer
- imminent but held up due to "minor regulatory issues"
- "awaiting bank clearance"
- "transfer being finalised"
"Actually there" means exactly that - in their hands and unencumbered.
