I don't read it like that. The article is focused on the number screenings, which is huge. It mentions that they are referred on if they answered yes to toxic exposures so not sure why you assume nothing else has happened (unless I missed something)

"The screening takes five to 10 minutes and begins with VA health providers asking Veterans if they believe they experienced any toxic exposures while serving in the armed forces.
