Does it really matter if the builder's get the walls for free? If CRH pays for it or whoever. Its progress. Walls for free, so be it if thats the case, its about the promotion of F.B.R and as parts of Florida just went through Hurricanes a little positive P.R to boot.
I don't care if F.B.R paid for the walls, (which i doubt they have) its all about accomplishing targets.
