I've read a couple of articles. No impact to the proposed 'up to 721% Tariffs on Chinese Graphite'.

"The recent U.S. federal court ruling that blocked former President Donald Trump's sweeping "Liberation Day" tariffs does not directly affect existing or proposed tariffs on graphite imports from China. The court's decision specifically targeted tariffs imposed under the International Emergency Economic Powers Act (IEEPA), ruling that the president lacked the authority to unilaterally impose such broad tariffs without congressional approval.

However, the tariffs on Chinese graphite are being pursued under different legal frameworks, namely Section 301 of the Trade Act of 1974 and countervailing duty (CVD) investigations. These measures are based on findings that Chinese graphite producers have been exporting graphite at unfairly low prices, harming the U.S. graphite industry.

As a result, while the court's ruling curtails the executive branch's ability to impose broad tariffs under emergency powers, it does not impact the ongoing efforts to regulate graphite imports through established trade laws. The U.S. Department of Commerce and the International Trade Commission continue to evaluate and implement tariffs on Chinese graphite to address concerns over unfair trade practices and to bolster domestic production."
