I don't actually think they need the SPP funds. Its more a tip of the hat to existing shareholders. The issue of stock to sophisticated shareholders should ensure they are funded for another quarter or two whilst progressing Erragulla. 

Further, it wouldn't surprise me if a few, resolute investors (possibly directors) mop up the leftovers. It might be the last chance to acquire a sizeable stack before show time (or fizzle time, as you might have it).
