So the outcome should be a foregone conclusion - fracking isn't going to be a problem at all in deep shale. But the reinjection of waste water might be if that is the necessary disposal option? Comparing to quarrying and mining which is up to about 3 to 3.5 would give Cuadrilla a lot of leeway.
Does anybody more politically minded than me see any likelihood this report will provide cover to do what needs to be done, based on the terms of reference?
