That gave lifting fracking ban some mandate in that context. Then parliament voted against the agenda to put a ban on fracking. A second mandate.

Rishi run his campaign in leadership against Liz Truss on the ground he supports lifting fracking. He then won PM race by MPs vote not Members vote. And then did a back flip on fracking. In that way, he was not honest in his leadership campaign against Liz Truss and had no mandate for the back flip on reinstate fracking ban.

Furthermore, BSG report said because of extensive data and 3D seismic mapping of faults in Lancashire area, it is possible to predict where >3M tremors can occur based on US experience and Cuadrilla data. But it is challenging in other basin in UK because of the lack of 3D seismic data. So Rishi and BEIS also u turn on the 2019 manifesto which stated that fracking can go ahead if science say it safe. Well BGS report says tremors and magnitude can be predicted in Lancashire area because of the extensive data collected by Cuadrilla but not in other uk basin because those areas don't have enough data to predict the earth tremors.
