I think it would be very silly for the UK not to allow fracking in these wartime circumstances. Even if the war is over - Europe will not want Russian energy. There may be some seismic damage - but better than providing Russia with military funding.
Let Russia sell their gas and oil to China, and suffer the effects of lack of international laws that the Russians are so averse to.
