I saw that same detail in my research. This only applies to individuals or households with wealth of at least $100 mil, and likely further only applies to individuals or households that can liquidate those assets and solely keep the entire asset value in cash (not disseminate to investors or banks etc). This tax applies to the Rothschild, Bush and Cheney families of the world.
It's not about taxing companies that are sitting on assets worth $100 mil.
