Confirmed flow rates are not announced until they are confirmed. Some very knowledgeable posters have pointed this out on HC. Initial flows can be volatile and any announcement would have to be supported by a period of consistent flows. Some down rampers have warned about initial flow rate announcements. Good news can be very misleading. This is true. Confirmed flow rates less so.

PS not sure who said flow rates were confirmed.

PPS would love to know how I could do off market transfers for parcels of $2000-$5000 at $0.01 cents if there were any sellers.
