I don't know how you can say the solar panels program has been a 'dud'. If anything it has been too successful, beacuse the rebate was set at a level that assumed a much smaller takeup of the offer.

Thousands of tons of CO2 are not going to get emitted by coal-fired power stations because of the takeup.

It has also raised the awareness of renewables in the community, which has got to be 'a good thing'.

And just because the government has decided to retrospectively cut the rebate doesn't make it less successful, just that the Govt is short-sighted.
