You only come to that conclusion because of only considering one side of the balance sheet. With staff entitlements I doubt they would run it down to the bare bones as you suggest. Too much risk for the Directors.
Probably the inflows are higher.
Ultimately they have to get more cash and the fact the CR has not landed after three weeks of having the proposals for review suggests that they are either looking at alternatives or waiting for some big event to happen.
