Along the lines of a forced sale on market unless you respond to the letter saying you don't wish to sell. the total shares I gather will be put together as a package and sold by thecompany/broker with no fees. Leaves the company with less shareholders, less costs in administration of them (annual reports, communications ect)
Remaining shareholders are those that can trade/sell on market if they wish.
That is how I read it.
