You are jumping at shadows.
If the person who is holding the shares thinks they are worth 1.4c and wants to sell 'em on the market, or 5c or $1 they can hold on, it's not obligatory to participate.
Anyone else who wants to sell but can't, the company is saying: we will buy them at the market rate (calculated as the 10 day avg), no slippage or commission! We want them more.
The company also happens to be saying to anyone else who's paying attention: we can reduce the float by ~$1M for 1.3c and we think that is a good use of money based on the share price.
