They are saying its a nothing bid with no detail and ambiguous at best.
I think TER are just testing the water and have now got a response.
Its now in TER's court to talk with the UNV board and formulate a proper bid, with enough detail that the legal eagles, et all, can review and comment.
You may be right and they could change the cash component as they did say in the first bid docs that the bid is approximate.
TER response will tell us more.
