Well actually it was LPI/MSB that didn't let it slide wanting to protect our Litio tenement rights, so you have that back to front.
In regard to your second point, the Chilean government is streamlining its mining approvals processes to rid long bureaucratic delays and reduce bottlenecks. It is one of its priorities to unlocking tens of billons of dollars of new investment in the sector. It would pay for you to 'google' whats happening in Chile.
The EIA is due to be lodged this month but HaHa has indicated that he has spoken to Martin Holland and the reason it has not been lodged because of the pending changes in the environmental approvals process. HaHa should be able to confirm this last statement.
