So TEG has the strong hand over BP? Hard to imagine, if BP has made a decision to close the refinery then you would expect it to do so. BP wasn't concerned about TEG when it made the decision to close so why now?
Maybe a third party keen for BP to keep refining or risk the State comes to a stand still
