My friend a gold Mining Executive who worked in China said they did quote cheaper but in the end value for money was the same. I wouldn't be counting on savings in capex for the build. Where we will be hugely efficient is the strip ratio which is least at around 1:1* and the starting for surface start-up capital or owner's capital will be minimal too. Obviosuly there will be some for stockpile build.

*the average for other Porphrys I would say around 5:1 and all base metal mines around 10:1
