This is exactly what they should, and hopefully will do. No point moving up to 1.6c when there are still people willing to sell into 1.5c. The objective is to get as many shares out of circulation as possible for the amount we've budgeted for the buyback, not to boost the shareprice and provide liquidity for people to sell at a profit.
