I think they are being a bit wimpy, on the 3rd day they didn't buy any shares (that was 2 days ago) - on that day they closed up but still shorters knocked 2% off the price at the end of the day to close it 1% below VWAP and the buyback should have made this harder or prevented it by buying some shares. Shorters are still manipulating like crazy, usually closing the price below VWAP (which is usually artificially low anyway) and circular trading as usual.

Yes, Better to do agressive buybacks when the share price is low. Unless management expecting the share price to go down more.
