there are no exchanges between the company & the broker like "buy X shares tomorrow, bid only up to Y¢", "don't buy-back any shares for the next X days"
the broker is a neutral third party, they're appointed to do the buying to eliminate conflicts of interest, among other things. the broker has a mandate.
