If this is the rule, it’s not a particularly good one. Easiest with least market impact is VWAP. You can modify simple VWAP with a host of additional features like limit price or volume participation, i.e. the VWAP has a real time estimate of current liquidity conditions and aims to have an x% share of that liquidity. Etc.
Would be interesting to know which broker they use. Hopefully one with decent VWAP algos…
