I don't know what the grace period is but my understanding that the Appendix 3E is just a running total of the buyback and the shares aren't actually removed until the Appendix 3F is lodged. Given the buyback is still on-going it makes sense that there hasn't been a reduction of issues on issue because technically they still exist, they are just being held by Neuren until the buyback is completed or cancelled.
