still implies only 44% of the register took up the deal. and i heard anecdotally they (PAC management) were actively bidding for post-record date stock in the last week (meaning anyone who owned shares, even those who bought in market post record date, could take the $12 cash in the buyback). not sure if anyone else heard this too.
in any case i think its entirely possible that most of the core shareholders didnt tender much, if any, of their shares (or they tendered some then bought back some in the market) maybe Regal as Lost said.
either way, its quite a positive signal re fundamental value going forward.
