I'd like to think it's to avoid buying at the top of the market - i.e. jump in and buy higher volumes on dips. That would make me feel it is best use of cash, but then, it's hard for a large entity to be nimble like that ... who knows when you're in a peak or trough with a $55B aircraft-carrier steering around in a bath-tub.
