Yes.. And in Africa, business is generally done thru bribery and corruption and government officials are always willing to take $$ under the table even if its not in the best interests of their community. I grew up in S Africa and know first hand how corrupt the governments are there. Anyone assuming that Eyasi is a given is a little naive in my opinion.
Let's just hope we get it!!
