Sounds like they are ready to roll once the funding is announced and the contracts are all ready to execute once the cash is in the bank.

Big question now is at what price will they raise the $$

Its a very difficult position / balancing act after the greedy vendor's efforts to slow the process and waste time and money. It will not be at the same level as it would have been after the good results and with cash in hand but faced with the position TNP is in they have to take what they get currently. I know PU will be working so hard to get the best possible deal as this is still a very good project and the funding will get it back on track
